Could that person be a messanger from the dead? The mysterious woman was caught on Google Street View cameras. The fact that she has no legs and is wearing Victorian garb are major clues.
Then again, her legs may have been cut off(can't you see how the bottom portion of the picture is sort of blurred or whatever you wanna call it?
